A new tax proposal in Hungary could place a serious financial burden on farmers. This plan would apply a wealth tax to the essential tools of agricultural production. Farmland, machinery, and livestock could all be subject to this tax. This means even a medium sized family farm could face significant new payments.

The tax base would be calculated on total asset value. This includes land, buildings, farm equipment, vehicles, and livestock. It would even include standing crops still in the field. From this total, debts like loans could be deducted. This creates a major problem for farmers whose assets are high in value but whose annual profits can be low or even negative.

Forest and plantation owners face a particularly difficult situation. They could owe a tax based on the value of their land years or even decades before that land generates any actual income from timber or fruit.

Hungary has about 150 thousand agricultural operators. More than half of the country’s farmland is cultivated by family farms ranging from 50 to 500 hectares. These are the operations most likely to be hit hard by this wealth tax. The agricultural sector is already struggling with drought and other economic pressures.

To understand the scale, consider the value of the land itself. The national average price for farmland is roughly 2.4 million forints per hectare. A 200 to 300 hectare family farm owns land worth 480 to 720 million forints on its own. Add machinery, buildings, and livestock and the total asset value grows quickly.

Property Valuation Method Description
Recently Purchased Land Uses the purchase price
Assets Acquired Within 10 Years Original price adjusted to current levels
Older Ownership The tax authority’s own valuation model would apply
Court Appointed Expert Could set the value if needed

Experts warn this could mean a tax bill in the tens of millions of forints for some farms. The actual payment owed would depend on the final tax rate, any value thresholds and possible exemptions. These critical details are not yet public.

Critics of the plan suggest a better solution. They propose exempting the assets directly used for actual farming and forestry from the wealth tax. This would protect the tools needed for production while still taxing non productive wealth. Without such an exemption, the new tax could threaten the viability of many family farms across Hungary.

  • Wealth tax applied to essential agricultural tools
  • Asset base calculated on total value
  • Debts can be deducted from total assets
  • Particularly tough for forest and plantation owners
  • Family farms most likely to be impacted
  • Critics suggest exemptions for farming tools
