Hungarian Healthcare Budget 2027: Key Challenges

If you need care in Hungary, the 2027 budget matters. Hungary plans to spend about 510 billion more Hungarian forints on healthcare. Close to 192 billion forints would raise pay for other health workers. Srádi Péter, president of the doctors’ union, says the money helps. The healthcare field still has major problems.

A hospital or clinic worker may see a pay rise in 2027. If you work in healthcare, check whether the raise reaches your pay. Your wait at some clinics may become shorter. Srádi Péter sees the increase as a first step. He says wider change needs steady funding for several years.

Hospital debt may use up the new money. The state should pay each treatment according to its real cost. If it pays too little, hospitals borrow again. That debt can take the budget increase.

Several issues still need clear answers. How will the new money help doctor offices? How will it pay doctors who cover for missing doctors? Srádi Péter calls night and emergency shift payments far too low. Inflation also has reduced the value of many doctor salaries.

The government plans 35.4 billion forints to strengthen family doctor care. That plan would raise the money received for each patient by 43 percent. It would raise the extra pay support for young family doctors by 50 percent. Another 500 million forints would help fill offices that have stayed empty for a long time.

Read that 43 percent increase with care. It likely affects the money a family doctor office receives for each patient. That money must pay the doctor, staff, room costs and supplies. A 43 percent rise in office funding does not mean every doctor gets a 43 percent pay rise.

The support for young family doctors has another weak point. In some arrangements, it falls below the minimum wage. That gap shows the support payment is too small.

A smaller support for office costs has stayed the same for more than ten years. The amount remains 520,000 forints per month. It should help pay for dangerous medical waste removal, computer systems and a car. Costs have risen. The support has not.

Family doctor offices have heavy staffing gaps. Srádi Péter says more than 1,000 offices remain without a permanent doctor. Older doctors make up a larger share of the workforce. Offices cannot afford higher-paid skilled nurses who do extra tasks.

  • Longer family doctor hours could help patients.
  • They have practical limits.
  • In cities, several doctors may share one office.
  • The room may not be free for extra hours.
  • In rural areas, one doctor may need to cover several villages.
  • Higher office costs make that harder.

A patient may need to travel farther if the longer service is available only in one village. The place of service may even change by day.

The union backs better pay for extra work. It wants clear standards for care quality. Work to shorten waiting lists should stay voluntary. Staff should not have to take extra hours to make the numbers look better.

Srádi Péter says family doctor care should come first. A stronger family doctor network can reduce workload at specialist clinics. You may reach a family doctor sooner. Fewer people may then need hospital treatment later.

The 2027 budget is a first step. Expect real gains in some services. Also expect delays until hospitals stop borrowing, staffing improves and family doctor offices get more support.
